Well it isn't really difficult. These systems are absolutely everywhere. I would never have expected this to be an issue at EPCOT.

I imagine backstage testing is generally limited to unknowns, e.g. how a specific finish will weather, how something not rated for outdoor use will hold up, etc. They’re not going to just throw every fixture in a pile backstage for a year to see if anything doesn’t meet the (supposedly) already-tested specs.
Too bad they didn't test this. shoulda, coulda, woulda.

I hope they are testing the replacement backstage now.... Unless the replacement turns out to be colored cement...

Why do we even need the tape stuff lighted circling thing. We already have weird swooping circularity on the planter. Is the floor stuff just an additional epcot logo from up in the air? I thought the planter was that. The future world star lights was enough if you wanted twinkling magic.

As far as I know it's an off-the-shelf system, which the manufacturer created the specifications for.
The construction documents for a project consist of two parts: the construction drawings (“blueprints”) and the project manual / specifications. The project manual is a huge book that outlines all of the technical requirements for everything in the project. It can either require a specific product be used or at a minimum will have the performance requirements. A product has to meet the requirements set out by the design team.

This was meant to give the area kinetic energy to replace the fountain.

For me the issue with this whole situation is that not only does it not work, but it isn't very special when it does work. It is like something you would expect at a shopping mall, not one of the world's most visited theme parks.

The issue here is they outsourced. The vendor is at fault but that doesn’t make the situation better. It would not be trivial for Disney to invent a solution now that they can retrofit in. Meanwhile, the vendor doesn’t seem to have a solution.

Not sure this gets fixed without extensive construction. At this point, walls might be better though.
I would welcome walls in an instant if there is a guarantee there will be a big beautiful FOUNTAIN there when the walls come down!!!

And the planter is a disaster. The idea of a planter wasn't great to begin with, but then they made it about as bland as it could possibly be. Neither the planter itself nor any of the landscaping inside is even slightly impressive or interesting.

And even when it worked, it only had the desired effect at night.
Unlike Fountains and water features which look great in the day as well.

Yes that section of the park seems to be very much like what happened with the daytime Harmonious fountain show. The reality just did not match up with what was presented by WDI. I know very high-ups were absolutely shocked with the World Showcase lagoon situation.

So at what point do they actually fix it and stop wasting money on band aids that aren’t working?
I would assume the vendor was wholly responsible for at least the initial attempt, so there’s probably not much money being wasted on it. In fact, I imagine they’ll be able to recover a portion of what they paid for it if it never works.
