Can you still go to any pay phone at Disney and dial *88 to be connected to Disney Dining? I did it a few years ago, and was just wondering if it is still available.

To the best of my knowledge, yes. The info card on the phone should tell you for sure.
If you're at one of the Disney hotels, you can pick up a House Phone (the ones that look like the phones in the rooms), dial "0" and ask to be connected to the Dining line. They're located in most public areas of the hotels (lobby, pool, bus stop, laundry room, etc). On some phones they might even have a speed-dial button already on there.

(Personally, I just have WDW-DINE programmed into my cell phone along with a few other key WDW numbers)
