I'm thinking this award was not throughly investigated. I'm hard pressed to think any other restaurant is better themed throughout than Prime Time Cafe.

I'm always considered Yachtasmans to be a higher end steak house.

And you're right about the best themed restaurant. There are many better themed restaurants in WDW, even fast food locations are better.

Off the top of my head:
Pecos Bill Cafe
San Angel Inn
Prime Time Cafe
Sci Fi
Restaurantosaurus
Rainforest Cafe

And that doesn't even consider resort or DD restaurants...
