The Secretary of Economic Development and Labour recently said that attendance at Hong Kong Disneyland is right on target, the average daily attendance is 15,000. He further mentioned that HK Ocean Park is getting a facelift soon, and expansion for HK Disneyland is on its way.

The number of tourists for the year 2005 is over 23 million. They are anticipating that there will be 27 million tourists for the year 2006.
he further added that HK needs to add more attractions, so a 3rd Theme Park is also under consideration.

Oversaturating the market with theme parks may not be a good idea...

I still believe the market is not yet saturated. Just look at Shenzhen, they have at least 4 theme parks. HK has only 2 theme parks. for a similar argument, just look at Macau, how many casino they have now? they are still building new ones there.

China has 1.3 billion people, only a fraction of it is allowed to visit HK under the Individual Visit Scheme. By expanding the number of provinces or cities under the scheme, the number of tourists will be increased greatly.

I think we discussed this a while back.
At any rate, I'm sure HKDL will one day be able to support a 3rd park, especially if the Shanghai deal falls apart and the other new Disney Parks are just Site Based Entertainment.
But like all Disney Parks (California, Florida, Paris) focus will be on the existing park(s) before a new park is built. HKDL really needs to focus on building out the Main Park, then the resort (Down Town Disney and perhaps a Water Park), then a second park (which I hope is NOT a Studios Park, something new would be nice), then finally a 3rd Park.
I see it as all speculation at this point.

that 3rd park might not be a Disney Park.
Just take a look at the recent released zoning plan of North East Lautau island, various pieces of land are reserved for theme park or entertainment uses.

A local company in HK has submitted a proposal to build a 3rd theme park in HK.
and the Secretary of Economic Development and Labour has said in public that the HK Government has been in talks with various parties or companies to build a 3rd theme park in HK. It is definitely not speculation.

I have not seen the zoning plans, but depending on location I could not see Disney being very happy about this. The Mouse does not like competition, but it would force them to beef up the existing park and resort.
I do remeber hearing a rumour a while back that Universal was mention for building a themepark near HKDL. Can't recall where I read that.

HK Government did hold talks with Universal, but it was reported that Universal turned them down since they would like to partner with a Malaysian based Resort/Casino Operator to bid for one of two Casino licenses in Singapore this year.

I wonder where that leaves Jim Hill's rumour about a Disney Site Based Entertainment site in Singapore to offset the Casino. Did you get a chance to read that article?

yes i've read that article.

but Hong Kong together with Macau are in a better position than Singapore with 2 Casinos (or even with Universal)

I agree, even if Disney did build a SBE in Singapore I can't see it being better than a full themepark. Even a small one like HKDL.

The Secretary of Economic Development and Labour re-iterated that they don't rule out the possibility of a 3rd Theme Park in HK during a radio talk show today. A 3rd Theme park will be built when the time is ripe. He further said that they don't have a solid plan and they are not in talks with anyone for a 3rd theme park now. He indicated that they are working on expanding the park at HK Disneyland Resort and the redevelopment at HK Ocean Park.

I guess they will build the 3rd park in HK when Disney and Shanghai have made an agreement to build a Disney Park in Shanghai, possibly after 2010.
