When we went to LP, the shuttles there were by reservation...at least for the first few hours. The shuttles back were on demand. I would still follow "Disney Parks travel times rules" and allow an hour to get anywhere.

You are correct in that you can build anything anywhere as long as your pockets are deep enough, but this area has the added complication of being designated as wetlands. This can be mitigated, but it is a long and often political process to do so, especially for an area of this size.

The official term for what you are describing is Induced Demand. (This same thing can me applied to the congestion at the parks as well) About the only constant situation where road widening reduces traffic is when the lanes added are toll lanes.

The yeti was installed after the mountain was built. It has also been removed completely at least once.

If memory serves me correctly, they had either wagons or strollers at the dock for this purpose.

Bulldozing is always an option. If they are to salvage the building, keeping it in use in some fashion is the best way to do that.
