The attractions are all great, but the interior is terrible. It’s so out of date and void of any unifying design that almost nothing could make it worse.

The Chinese government is a stakeholder in Shanghai Disney. They may have more interest in attracting tourism than displaying an artifact or two. I don't think people would care that much about Coco if they just made Three Caballeros better. Coco is just viewed as an opportunity to revise the existing ride since WDW seems largely allergic to sweeping enhancements for whatever reason.
