No, its not a new policy. We stayed at POR 2 yrs ago, and there would've been a charge then too if we had "used" it. My 3 girls at the time all shared the one double bed, but I was afraid of the littlest falling out, so I pulled the trundle out every night in case she would've fell. I've heard...
