What would Disney care if that guest is still staying for seven days? Or even if that guest leaves after their three paid FP days, that just means Disney can move in someone else willing to pay for four more days of FP (or seven days).

Disney is letting in wagons that are pushed like strollers (the Keenz ones are most popular). Any wagons (like true Radio Flyers) that are pulled behind you are still banned. It's a crazy loophole because those push wagons are massive and not exactly easy to maneuver in a crowd.
