Update to Prediction: The map is a watershed map for the park. But it seems that Walt Disney Parks and Resorts is keeping the use of the permit under wraps, using the code name L402 Basin, while another project states the use clearly so anyone could understand it. I still stick with my location...

Okay. Thank you for feedback. It has now become obvious that my theory is flawed, but at least it got people's minds thinking about the future of the park.

No accompanying pages were released for this document, so how do you know that all this watershed stuff is true? Also, why would a construction company, not a water or environmental company, have these documents?

That may be true, but what happens if it isn't? The lines are pretty relevant to other predictions, along with what Disney has already described.
