I was there this past July, and they did scan my 4 year old's finger. Not sure about parents being able to opt out, since my kid was happy to have her finger scanned like an "adult".

I've had dinner there, and I went expecting it to just be okay, but it was great, Maybe we got lucky, I know it can be hit or miss for people, but the portions were great, the atmosphere was great (a little too dark). I would say it worth it to go at least once and see for yourself.
