I don't think the parks are empty at night. I think the cleaners and repair crews come out. Some kids tried to do it by hiding out on Tom Sawyer Island and it ended in tragedy.

I work in water treatment. I am a certified Water Operator. Two big reasons for not doing this is cost. They would probably have to use CL2 (Chlorine gas) its over 99% pure. Our small town of about 3000 goes through a lot of bottles of CL2 a year and its not cheap. And its not a closed system...
