They were all built at the same time. The mountain and ride system in FL and the Yeti in CA. They didnt wait until after the mountain was built to start construction on the Yeti. So in all actuality Joe wasn't lying, and all locks have keys somewhere.

You are correct... I think that was the point I was trying to make. A typical WDW vacation for my family runs just south of $3000 and we do make it every year (except when my wife is pregnant :) ), I would love to be able to see "cloned" rides, because to me they are not cloned, but originals...
