The one I am sitting at right now as I type ... The Brown Derby Lounge at Hollywood Studios. It is outside and the people watching is prime! Also, outside the Rose & Crown at EPCOT offers up good people viewing areas as well. Two of my favourite lounges & people watching pots on property!

Some resort "lobby" bars do not open until around 4:00 PM ... ie. Belle Vue Lounge (Boardwalk) & Mizners (Grand Floridian). And they mostly stay open until midnight. Pool bars, as mentioned above do have different operating hours for obvious reasons.
