The technology is already there, they just don't want to do it. Many thousands of AP holders forget to ask for the discounts which adds up to millions of dollars a year for Disney. So they make it a little more difficult while still offering the discounts. It's a win-win...for Disney.

You can look like crap as long as you have money (or you have prepaid with the dining plan). Whether you want to dress like that is another story, but you can. Victoria and Albert's is pretty much the only place where they will actually turn you away if you are dressed inappropriately.
