Enter DL first, then exit with a hand stamp before you enter DCA. You will be allowed to re enter DL later in the day because of the hand stamp, no matter how crowded it is. :)

I don't think you're crazy to go in Aug. But I would strongly advise against using LAX. John Wayne, Long Beach and Ontario are better alternatives.

Your cheapest (and most adventurous) way would be to take a Metrolink train from OC to LA Union Station. You can transfer from there to the subway that would take you all the way to Hollywood & Highland (Chinese, Kodak, El Capitan theatres and Disney Soda Fountain are all there) Numerous tours...
