Yeah this isn't true. As long as you aren't within your 45 day limit (and maybe even if you are, I've nit tried that) you can change to the discount. We change our packages all the time when deals come out, and some of our trips are booked a year in advance.

You really should look at the Wilderness Lodge. I have stayed there and Animal Kingdom both. WL is both nicer and more convenient to Magic Kingdom access. Just hop on a boat and you're there! Not as neat or convenient as the monorail resorts I imagine, but just as nice and much less expensive...
