It's continuing because they have already sunk a ton of money into it, and once it is finished it can sit and wait until they are able to bring people in to staff it.

Also remember European visitors, UK etc generally go for 2 weeks or more at a time due to the way our holiday works, and at least in the UK we get special rates on park tickets, although it is not uncommon for a week stay during one of the kids many half terms holidays (at least again in the UK)
