I've gone all three times and prefer January. Yes it can be chilly and yes Splash and Kali are usually down for refurb but the parks are so light it's amazing. September would be my second choice. You will probably deal with a bit of rain and slightly more crowded parks because of Food & Wine...

I love the new Fantasyland Expansion. I think it was a great addition to MK. I'm also kind of excited to check out the new Haunted Mansion gift shop on my trip at the end of the month and I am excited for the Avatar area in AK. I think the theming could add a whole new dimension if done well.

During my DCP I was responsible for walk-throughs on Peter Pan's flight and each of the cast members on the walk through would pat Nana the dog goodnight as a superstition that the ride wouldn't have any issues the next day. :) I've had that pleasure.
