    Universal and SeaWorld are in different types of special districts as well. I guess the main difference is specific use like theirs vs the broad scope of RCID.

    This is 100% correct. There is not one major company in Florida that does not use lobbyists. Even MLB has been lobbying for legislation that would classify minor-leaguers as exempt from Florida's wage laws.

    Even though the general session ends in early May, the governor can also call the legislature into a special session. So any potential legislative action post May would be possible. special sessions always add extra cost for Perdiem for house and senate members, but they can be called.
