Once the bonds are paid off in the future, would it still be in the interest of the state or Disney to maintain the district, given the size and complexity of WDW? If eventually dissolved, then perhaps certain CRAs will be set up to help fund projects for WDW.

Universal and SeaWorld are in different types of special districts as well. I guess the main difference is specific use like theirs vs the broad scope of RCID.

In California does the state inspect the rides or do they delegate that authority to the theme parks? I’m curious if this is something that a standard across-the-board or was Florida an exception to the rule?

The resolution is slightly baffling since similar legislation is already being worked on in the state legislature. At best, it's redundant.

This is 100% correct. There is not one major company in Florida that does not use lobbyists. Even MLB has been lobbying for legislation that would classify minor-leaguers as exempt from Florida's wage laws.

Even though the general session ends in early May, the governor can also call the legislature into a special session. So any potential legislative action post May would be possible. special sessions always add extra cost for Perdiem for house and senate members, but they can be called.
