Listening to the FL Senate and heard Universal and SeaWorld aren't in special districts when actually are. Not as broad as RCID, but it's incorrect to say they are not. BGT and Legoland aren't.

That's because school districts are based on county here. Using something like the ISD model from TX could be worth looking at.
