    Exactly this. There is no such thing as unbuildable land. If the demand and need is there they can build anywhere, it's just a matter of making the extra cost work.

    Sure. 30 story office building near my office was built on foundations from a hundred year old building (granted the poured a raft slab over it). The monorail footings (should they really exist) would be in no worse shape than the footings of the active monorail system. NB: I'm an architect.

    Huh? Footings don't have expiration dates. I suppose any exposed reinforcing could be corroded, but there are ways of addressing that. Otherwise they should be in the same condition as the adjacent footings that are in service. Not that they'll ever be used

    DHS Earfell Tower to be removed

    When one of the water towers in our town was decommissioned it was carefully dismantled and sold to a community down state. Evidentially it was cheaper than buying a new one.

    Really? I'm an architect. Among other things I work in Corporate and Commercial architecture. That is the standard. It's called "Tenant Improvement Allowance" (TIA or just TI) and is negotiated at lease signing. There is also typically additional TI money at lease renewal.
