Yeah. I was wondering the same thing, so I was curious to look through Disney's filing, and it was interesting that they actually went "nuclear" as you put it, claiming two 1A violations in addition to the contracts clause violations, and asking that they invalidate HB9B and restore RCID. :oops:

They were so focused on making sure Disney couldn't get out of paying for the bonds, services, etc. that they didn't think about the fact that it would also lock the new board into any agreements RCID made with Disney in the interim, and now it may be coming back to bite them.

Bay Lake is the DVC wing of the Contemporary, not a separate resort.

My mistake. Not as in-the-pocket as the district board, but it's still a government body that could potentially drag out inspections if pressured by the governor. Although I hope you're right that such an action would give Disney cause for legal grievance.
