I think it's to do with the body of water. As it's not a treated/concrete bottom like paradise Pixar Peer's fake seafront, a rig under the water like what world of colour has would get pretty nasty pretty quickly.

As goofy as it all looks, i think the park are on to something here. Had they gone down the more traditional route and used Raya & the last dragon theme/story, they could have had something that looked really quite impressive.

I honestly don't think the sequels will be massive smash hits.
