News Reedy Creek Improvement District and the Central Florida Tourism Oversight District

Who gets to decide that "Central Florida" and not "Oversight" is the lie? What makes one part of the name more genuine then the rest? The entire "Central Florida Tourism Oversight" is false and misleading based on the establishing legislation. The "District" part is at least correct.

Thanks. So, if FL wanted to bring RCID in compliance with this change, they could have carved out the area and given electric utility rights to a private company. Making it the same as other areas. I bet there's a private company that could make a very competitive bid to provide this service...

News Reedy Creek Improvement District and the Central Florida Tourism Oversight District

That's probably debatable. Didn't the former studies show that RCID was a Win-Win for both Disney and the state? That would mean "competent governance" was to keep not remove RCID. 🤔

The thing that didn't happen then. Not the thing that did happen. Did anyone ever compile a list of these special things that were/are only available to Disney? I seem to remember that a Special District is a legal thing in FL available to anyone who wants to create one within a standard...

I was under the impression you were in support of the change from RCID to CFTOD. Is that incorrect? It's possible I've lost track of who supports CFTOD and who thinks they're government run amok.

So, you're saying they were picked to implement an uncharted goal they are not authorized to accomplish by abusing the powers they do have to exert government control over the speech of a private entity? Are you writing supporting arguments for the Disney lawyers now?

News Reedy Creek Improvement District and the Central Florida Tourism Oversight District

So the entire CFTOD board was appointed to execute on a goal that CFTOD is not actually chartered to accomplish? And yet, people wonder why the entire change to CFTOD is being challenged?

I wasn't aware that "culture war" was a topic within the RCID/CFTOD charter? Is there something in the legislation I missed that covers this responsibility?

News Reedy Creek Improvement District and the Central Florida Tourism Oversight District

Is it a Disney publication? Surely telling us if said example is a Disney publication wouldn't break any site rules. Perhaps an example title of a Disney publication (book, movie, whatever) that would meet the standard of so profane it should be removed from schools? Otherwise, it's hard to...

News Reedy Creek Improvement District and the Central Florida Tourism Oversight District

It looks like classic management consulting. The consultant comes in and asks lots of questions of everyone, documenting what they say is the as-is condition. They ask management what they want things to be as the to-be condition. Then, write up a recommendation on how to get from the as-is...

News Reedy Creek Improvement District and the Central Florida Tourism Oversight District

This is a purposeful misrepresentation of how delegated local government accountability works. I will 100% agree that the district is accountable to the state for anything it does that is outside the bounds of what it is charted to do. That didn't happen here, the garage decision was well...

News Reedy Creek Improvement District and the Central Florida Tourism Oversight District

That would be a great reason for those the district is accountable to, to change how a district is run. To get a different policy. It would be a horrible reason for those outside the district to target a single district for a decision completely within their right. None of costs or benefits...

News Reedy Creek Improvement District and the Central Florida Tourism Oversight District

Does the new section 9 within 190.005 (line 344, page 14) mean all districts need to have residents? I could not find a definition in the text of “qualified electors”. Are they looking for land owners, just like creating the district, or just any voter that lives inside the boundary? Are the...

News Reedy Creek Improvement District and the Central Florida Tourism Oversight District

The next time you build a large development, you should. Look into creating a special district. It’s an option available to you. Then you can avoid the impact fees and instead pay your new district extra additional property taxes. You’ll get to maintain the infrastructure yourself and pay the...

News Reedy Creek Improvement District and the Central Florida Tourism Oversight District

You lost the context here. Someone suggested that shift was improper and a reason to reform RCID specifically. With that context, the answer is different. It would need to be a shift that is improper, not just one that is part of normal governance. Again, dropping that context matters. A...

News Reedy Creek Improvement District and the Central Florida Tourism Oversight District

I wasn't commenting on if it was good or bad policy. Just that it's a policy decision well within the scope of valid policy decisions. The RCID garages are in the same category. They were a policy decision well within the scope of valid policy decisions available to RCID. If this was a good...

News Reedy Creek Improvement District and the Central Florida Tourism Oversight District

Here's an example of government spending like the RCID garages: https://wapo.st/3RGNB4Z Looks like sometimes governments do fund the project and don't make the developer pay all the costs. Who knew. If this is a good policy decision for Virginia or not is a different question. It...

News Reedy Creek Improvement District and the Central Florida Tourism Oversight District

I missed this part of the reply. Is that really true? Do you believe that is really true? Could Disney basically get RCID to do whatever they wanted? No bounds, no constraints, no limits to the types of things they could possibly ask for? Could Disney have asked RCID to build a new theater...

News Reedy Creek Improvement District and the Central Florida Tourism Oversight District

I haven't moved the goal posts once. You clearly don't like RCID. Not because there's some specific thing that is different about RCID, you just don't like the policy decisions that it makes and allows within its definition and creation. A definition and creation that is very common and exists...

News Reedy Creek Improvement District and the Central Florida Tourism Oversight District

You’re confusing the distinction. I’ve asked what thing Disney has gotten the district to do that some other government wouldn’t do. Governments maintain public roads, so if it’s a road that’s at issue, it must not be a public road. There’s examples everywhere of governments not forcing private...
