I bet they tarp those off. I doubt they can tarp all the way to the water line, but I bet they take the flatter bleacher section and tarp them.

I saw a blog post over at easy wdw that showed that specific space, in Germany. There were walls up in the area. He surmised that it was flower and garden prep.

+1 this.... See it once from the hub/main street... everyone should do it once... then the next time head over to the area in front of Gastone's Tavern or near Dumbo in New Fantasyland. Great views... low crowds. Quick shot over to other attractions after the show.
