    I recieved my information from a WDW cast member in April. She said that it would be a tiered benefit. For example, if you stay at the Polynesian you would have unlimited fast passes. If you stay at a value resort, you would be able to get 2 fast passes at a time. And, if you are not a guest...

    No. Depending in what resort you stay, your benefits of the fastpass system will be increased. Not that you would have to pay for it.
