There was absolutely work going on in May. T2 closed in October 2017 and construction started then. This isn't going to be a plug and play show. It's a whole new setup.
Only a select few theme park nerds hate Gringotts. Every time I ride it, the people leaving with me say how great it is. Almost like normal people, IE the people parks care about, love it.
