Honestly the second best option behind DHS for Zootopia would be on the Speedway site in MK, merged into Fantasyland. That would actually make some thematic sense given that the land is themed after fantasy.

Muppets seems to be safe according to multiple insiders on here. I am really, really hoping Villains is earmarked for Animation Courtyard rather than MK. It's a perfect use of that space.
