I drive past it nearly every day. As of this week, it appears they have staff onsite stocking the store. I'm sure the signs will be on the building soon.

This appears to be a relatively cheap PTZ camera and isn't capable of an extreme degree of optical zoom. I'll say its temporary and for the testing of the beacons of light. I doubt it would be very useful to track guests.
