I think this post is a great summary. Is it the end of the world? No. Is this another sign that Disney doesn’t have the staff or depth to give sufficient care to execution? Maybe.

Toll booths aren’t necessarily a thing in modern lots. Many self parking places you put your license plate number in a machine and pay with a card. The DS decks even know which spaces are free - they can probably monitor if you don’t pay electronically even.
