Good news, the outer rooftop lights that were recently missing are now operating again. This stream from earlier tonight shows them at around the 3:09:00 mark! Moat lights still not in operation.

They do - they are used to light the castle and/or the trees for HEA and have been there for a long time. The moat lights that are missing are on the opposite side of the moat facing Main Street.

Seems like the outer sets of rooftop lights aren't operating right now as well. You can see the lack of them in the first two minutes of this video

Do we know exactly why they went down in the first place? I assumed TLC but it's been a while now.

Shanghai's TSL looks very bare and empty right now. It needs fuller vegetation to mask the many Tinker Toy lights that only exaggerate the emptiness of the land by making the skyline look very busy. Hopefully it wont feel the same at DHS.
