They may have asked to avoid anyone being upset when the bill is presented. We eat at Bluezoo in the Dolphin on every trip. The server always mentions the Disney Dining Plan to make sure we know we can't use it there. (we never get the DDP so it doesn't matter to us but it's always mentioned)...

The seating area is basically a big square so the closer that you are to the side on the water the better. You should have some view regardless but it's going to depend on whether or not other people are between you and the action.
