Looks like forms to me, you can see the dried cement on the sidesThey do look like concrete forms, but they also could be construction walls. Seems to early for this sort of form work.

The whole site was under water and running a few pumps dried it out after a while. I'm sure they can put in pumps if necessary

The ground can’t absorb because it’s the soil cement base that was the riverbed. They’re building the stormwater drainage because the whole area has been reclassified as an impervious surface that requires stormwater management. I'm amazed the building is still there, but I always had the impression it was going away. I'll be glad if at least part of it remains.
