Pretty sure there's a shot in the first one implying his dad's an alcoholic and both parents definitely aren't paying any attention to him, so yeah, if you want a realistic explanation that's it.

The bamboo in the planter just used to be about as tall as the building itself. You could still see it poking through in places, but it was way less obvious.

Bamboo grows extremely fast -- it can grow several feet in a week.

It's probably much easier to transport/plant shorter bamboo with the knowledge it will likely grow to the height you want within a couple of months rather than trying to install the taller bamboo from the start.

Certainly, puts Buzz' final scene in Toy Story 2 that I didn't understand when I first saw it at age 9 in perspective.
