Does anyone know what speech they would use? Is it a rule that it would be from the inauguration?
Recently, they've done separate recording sessions with POTUS and a special, short speech is written, usually in collaboration with the POTUS' staff and Imagineering. That was the case with Obama and Trump for his first term. Biden did not give a speech, but they did record him reading the oath of office. It's all original audio.

Edit: Found a video of 'behind the scenes' of Obama's recording session.

A previous poster has it correct, I think. Rather having the sitting president speak, leave that up to Presidents Lincoln or Washington. That way it is more likely that their speech will be construed as historical rather than political. Besides, those two Presidents are almost unanimously considered to be our greatest.

I don't think anyone comes to the Magic Kingdom solely to see any one attraction.
That’s not entirely true. We’re the weirdos who always stay at Crescent Lake hotels and hate the stress/hassle (some form of transport is always down in one direction or the other) and crowding of the Magic Kingdom, and we really only go when we have parkhoppers and decide to do genie+ and can get an early morning res for Peter Pan.

Will we do a few other things while there? Yes, usually COP, peoplemover, liberty belle, haunted mansion, but that one ride is the deciding factor.

The Hall of Presidents at MK and The American Adventure show at Epcot have a lot of overlap, not just covering the same historical "story" but literally some of the same historical figures in animatronic form, and a similar style of presentation, with paintings and photos and narration.

A few years from now, I can imagine the HoP figures being moved to The American Adventure and either be a second show done in rotation (like Lincoln and Walt Disney will be in Anaheim) or include them as part of an updated American Adventure show (including the show literally being brought more up to date as the show ends around WWII and there's been nearly a hundred years since then by the time the update opens).

I'm nostalgic about American Adventure but there are some parts that drag with sad songs while panning across paintings, and WWI battle footage, that could be tightened up to make room for the 3 minutes or so the presidents are on stage. (I'm not against sad moments -- that's real -- but the pacing may feel belabored nowadays.)

The point of this is that the existence of the HoP is in tribute to Walt Disney's love of history and America, and it can be preserved, but it doesn't need to be in "Magic" Kingdom. In Epcot it would be in a context where that type of realistic, serious content could make more sense.

The HoP building could be used for a new attraction that is tonally lighter and celebrates America (maybe even the American "frontier" spirit) similar to the classic "America the Beautiful" Circarama attraction, perhaps combining patriotic American music/national anthem with 360-degree hi-def imagery of the country, maybe with a dynamic motion stage. (I think the HoP show building could fit two dynamic motion stages like Efteling's Danse Macabre).

He already had a new face sculpt when the attraction reopened in 2021, so likely the same sculpt will be used
Is the face sculpt made for an AA that just looks around a bit sufficient for a talking face sculpt?

100%. Wether a figure is limited motion or a full on advanced AA, the head sculpt is no different and still follows the same process to create. Now they made need to make a new silicone casting of the sculpt but thats the easy part.
