I think it is super vague. Only thing I really take away is the focal point atms to be like a crystal castle vs more classic look

Doesn't look like it is that kind of situation. Disney isn't paying for any of it according to the article. This seems it is more like Japan where someone else rents out WDI who designs everything and then hands it over to be built and run.

Very likely similar to how Sea World Abu Dhabi was funded with nearly everything paid for by companies and governments from the region and Sea World just offered their creative vision, name and logo to the park.
