Sorry, I didn't mean to infer that OHRC is the same number for each attraction, they differ drastically based on the attraction.

Theoretical headcount is a perfect mathematical number. Operational is 90% of that. Actual is 90% of that.

For NFPA and FFPC, that exclusion is for certain types of occupancies. For Reedy Creek, "there's no getting around it" without a site specific request, which I've never seen approved without structural (or thematic) impossibility. And even then, it's pretty close to 5' from the door.

Manual pull stations are required within 5' of an egress door by code, there's no getting around it.

All concrete cracks, it's what concrete does eventually. Concrete failure is an entirely different issue, I would very, very, extremely highly doubt those footings and foundations would fail. Ever.
