It's not actually any smaller, Tokyo measures from the walkway (at the top of the arched ramps) to the top but WDW measures from the bottom of the moat to the top. So the numbers are different, sure, but the actual height is the same.

I see them all the time at Busch Gardens Williamsburg and Ive seen two at Kings Dominion. I saw one person with an ear hat at Six Flags America even. Funniest one though was an ear headband in NYC riding the ferry to the statue of liberty... like, WHY?
