DCA still needs one or two smaller dark rides. With the new slate of investment it's just removing one (Monsters) and adding one (Coco) with no net change. They don't even have to have "heart", just something that isn't an E ticket or a filler flat ride.
They're two different tunnels. The '67 tunnel goes from the Carousel Theater to Tomorrowland Terrace and Buzz/CircleVision (to serve the rising stage) and the '98 tunnel obviously connected the Rocket Rods queue and station.

Per multiple TMs it's just a retaining wall being rebuilt. In photos from late 2023 you can see they tried to add extra supports for the old one before biting the bullet and rebuilding the whole thing.
Very unlikely it becomes tram loading as it's a dead end with no space to turn trams around.
In concerns to CAHSR, there really should have been more focus on connecting Bakersfield and LA, since it's the only section of the route with no existing rail connection. The current initial segment just duplicates the already existing San Joaquins route.
Interestingly the set dressing seems to be from a later period with an photo of Lincoln, the jet used to survey WDW, and a motion picture almanac with the year "1965" on it.
Hoping for a new Tomorrowland but if you put a gun to my head I'd say we don't get any new rides. The biggest investment within the realm of possibility IMO would be the return of Fantasmic's dragon.
