For projects of this size I'm betting they do. For one thing, the SFWMD permitting process involves calculations of things like rain runoff from roofed buildings. Blueprints are also used to get bids prior to going to the board for budget approval. I think for something the size of Villains...

It's possible. I don't know. Different folks on this forum have blueprints for every project that has them. I've not heard anything about Villains Land being available. That makes me think it's not at a point where they even know what they want to build. But I could be wrong.

Right???!? That's the same reason why I suspect the Western Way work is going to lead to something. They're not spending $100MM to improve commute times for cast members.
