I understand now, and agree. I'd thought you meant luggage check-in for the departing train. I would call what you're describing luggage transfer service.
I'm pretty sure WDW is the largest single-site employer in Orange County, perhaps the entire state. If they do allow the station to be built, I think SunRail would want to provide service from all SunRail stations to WDW. It would seem foolhardy to build the line and not maximize ridership.

Unless there's an inside source, nobody knows exactly what was signed, if anything. I'm no lawyer, but I don't think announcing an intention prevents a party from changing their mind.
Notice nobody is mentioning Disney, other than to say they are being contacted (in a prior article.) Disney was not in on this agreement. It remains to be seen whether they'll still want Brightline and/or SunRail on their property if they pass by Universal on the way.

Brightline is not intended as transportation between OIA & WDW. It is inter-city rail, bringing passengers from Miami & Tampa to Orlando, including WDW. Brightline trains will run hourly at the most, which is no substitute for DME.
