I don't see what the big deal is. There is a finite number of buses and the resort is at peak occupancy. Onsite guests are first and this isn't even universal, it's just at one bus stop.

I'm not sure what your point is, "Kids can be inspired by anything?". That's not directly related to IP or not. You could have the worst attraction in the world with the most hated IP in the world and a kid could get inspired by how the ride vehicle stays on the track and becomes and engineer.

What is the difference between a ride with an original IP by WDI and a ride with an original IP by Disney Studios?

Just throwing out some numbers here. $1,800 in 2016 is worth $2,440.00 today. Using the second week of June this year (for lack of a better date), a 7 day hopper ticket is $849.36 or $2,548.08 for three people. Not that much of a difference. Obviously time of year matters a lot.
