Well, at Disneyland it was removed to install a new scene and restore original dialogue that had been removed originally for it. It was not an original element from the WDW version and it also never made much sense being there to begin with. The only reason it existed was to promote the POTC...

Actually, If you look at the original formulation of the scene before the Hatbox Ghost was removed it was heavily implied she beheaded him.
