I mean, Frontierland is based off of the states west of the Mississippi River and seeing was Splash Mountain was able to work despite it taking place in Georgia and TBA kind of fitting Frontierland's theme a little more than that, yeah I think Grizzly Peak would work just fine like the Cars...
Not really, there isn't too much space there to make it a mini-land of sorts. Though I can see Disney maybe considering the Northern Expansion plot as an Oceania land as there is the space to do it and there is three big IP's that do fit Oceania well enough (Moana, Lilo and Stitch, and Finding Nemo)

iirc, the entire Encanto show-building is going to be 65,000 sqft, and based off the image below, it does look like the ride building is about the same as Dinosaur.
