You haven't been to WDW lately if you don't think Disney has a take it or leave it attitude towards guests.
I personally think this is a responsible change on Disney's part. They're free to set guidelines, as long as they are clearly communicated and enforced consistently.
Plus taking it out of the hands of front line CMs.
I hate to say it, but GR at WDW is very, very cliquey. Back when I did the CP we all had one friend who had a friend and guess what, they had a GAC.
I just noticed this thread was started over a decade ago.
Obviously a *lot* has happened in that decade, but it's crazy how this has become a generational project for WDW and the district. Especially as Horizon West has continued to be built out.
Which the developer agreements did exactly what they were meant to do - at best, lock in the existing development rights. At worst, muddy up the waters so much it tied the districts hands until cooler heads prevailed.
RCES still could, but not at the rates Disney has currently got locked in.
The district could also take those services back/outsource them to somebody else.
A whole bunch of district functions - think engineering and design type roles - are outsourced to RCES. That way Disney could share them with their own internal resources.

I think it’s a harmless way to bridge the gap between thematic integrity and guest expectations.
To a lay person Zootopia = Animals = Animal Kingdom and if the survey data is loud enough sometimes you have to meet people where they are. The job is to find a creative way to do it.
