Why can't Disney do both? But I agree with you, they have been coaster heavy lately, and seem to continue that trend with Monsters Inc and the rumored coaster for Villains land.

Nothing is set in stone until shovels hit the ground, just like they cancelled the Main Street Bypass Theater after they already cleared the spot for it. I think with all this uncertainty in the markets with the tariffs now... maybe Disney will look twice at their plans (hopefully)

I think your "phase 2" is the problem... Disney doesn't want to spend the money to clear the land and build new infrastructure beyond the train berm.

While its a small consolation, at least the new land at AK will be themed to a region of the world, like all the other lands at AK (other than Pandora) what the first showed with Moana and Zootopia taking over DINOSAUR would have been even worse for the park.
