My guess is temporary, built out photo backdrops for the Halloween parties. They had them right outside the Plaza, outside of Stitch, and outside of Jungle Cruise last year. At least the one by Plaza had "day time" scenery that covered the "Halloween" scenery when a party wasn't going on.

I have no insider knowledge to know if this is happening, but a few years ago Universal patented its own version of a Gondola system. It seems like this would combine a gondola and an autonomous vehicle.
