The construction documents for a project consist of two parts: the construction drawings (“blueprints”) and the project manual / specifications. The project manual is a huge book that outlines all of the technical requirements for everything in the project. It can either require a specific product be used or at a minimum will have the performance requirements. A product has to meet the requirements set out by the design team.

I would assume the vendor was wholly responsible for at least the initial attempt, so there’s probably not much money being wasted on it. In fact, I imagine they’ll be able to recover a portion of what they paid for it if it never works.

Part of the project manual / specifications for a project includes things like warranties. Disney is likely not spending any / much money on the attempted fixes as the contractor and/or vendor have not delivered what they said would be delivered.
