It is just like you said, being halted for air traffic, the only time you will see all the lasers in the show is during bad weather.

I figured it's mostly due to air traffic, but it just seems weird how it's usually only in the same spots in the show where the AA lasers aren't used, while usually they are used elsewhere.

It is a distinct possibility.

This would make me extremely happy. The opening really isn't the same.

Of course it'd be nice if they could go back to the original ALF launch site in the UK, gave such a great arc across the sky from there, but we know that'll never happen...

If they're fully restoring the RoE ALF system to what it was, there are three shells launched via ALF: the initial comet from shore, plus the two shells launched from the dock in the center of the lagoon that burst in time with the initial note.
