Disney didn’t have to, correct. The RCID did. Disney’s lawsuit recounts the public hearings. It does not allege they - nor any other property owner - received mailings containing notice from the RCID.

No, the RCID charter basically says they don't need to conduct mailings.

Towards a governor that has literal Nazis supporting him and who won't even bother to criticize them when they intimidate members of the public in Florida.

Neither has a moral high ground in that aspect, but only one has violated the constitution - that's Ronny.
